It is chocolatey and sweet. The description on the packaging plastic says:
"Chocolate flavored ice cream with cookie flavoured sauce coated with chocolate and butter cookies."
"Thick Cracking Chocolate."
The chocolate outer layer is indeed thick with crunchy bits in it. Not sure what it meant by cracking. Perhaps it meant the sugar soft or hard crack stage. The crunchy bits taste like butterscotch toffee.
The plastic packaging says manufactured by Unilever Thai Holdings Ltd.

Delete'Cracking' could refer to the chocolate coating. Compared to the Nestle cappuccino one where the chocolate coating is quite soft and doesn't crack when you eat it.
